The Questions:

1. MTA Surplus: The MTA projects a $833 million surplus in 2005 and says this is due to a one-time real estate tax yield. The agency would like to use the money to either (1) develop a recurring source of capital funds by building a platform on the West Side; and (2) paying off part of a multi-billion dollar pension liability. Others want the money for fare relief in 2007, but advocates concede that there will be growing pressure on the fare without new sources of capital funds. Do you favor building a platform over the West Side yards to generate additional capital money? Please explain your response.

2. Transportation Bond Act: The MTAs proposed 2005 2009 Capital Program relies on voter approval of a $1.45 billion Transportation Bond Act on the ballot in November. Do you support the Bond Act? If yes, what will your campaign be doing to ensure it passes? Please explain your response.

3. City Contribution to the Capital Program: In its most recently adopted budget, the State approved $21 billion of the MTAs Capital program, $6 billion less than what the MTA requested. As a result the MTA dropped 12 stations slated for rehabilitation. The Citys contribution to the MTAs Capital Program has declined from $200 million per year in the early 1990s to $73 million per year today. Would you increase funding to the MTAs Capital Program? If yes, where would the money come from? Please explain your response.

4. Transit Security: On July 22nd the MTA began a policy of randomly searching passengers bags at subway stations. Do you think this is an effective use of police? What other security steps would you take? Please explain your response.
